Tender for the Appointment of a Service Provider for Development, Implementation, and Support of a Long-term Financial Planning and Tariff Modelling System

George Municipality seeks to establish a structured and integrated approach to long-term financial planning to strengthen financial sustainability, improve strategic decision-making, and ensure the continued delivery of municipal services. The tender invites service providers for the development, implementation, and support of a web-based Long-Term Financial Planning Model (LTFM) and Tariff Model, along with the preparation of a Long-Term Financial Plan (LTFP), covering a minimum planning horizon of ten years. The scope includes providing the LTFM, TM, LTFP, implementation, training, skills transfer, hosting, licensing, maintenance, and support for three years.
Tenders will be evaluated according to the Preferential Procurement Policy Framework Act Regulations 2022 and relevant George Municipality SCM policies. Bidders must achieve a minimum score of 70% in both Functionality Stage 1 and Functionality Stage 2 (demonstration) to qualify for further evaluation on price and preference. The evaluation will allocate 80 points for price and 20 points for B-BBEE status and specific goals.
