Bidders are required to submit a comprehensive methodology covering the project, including design, project management, response times for breakdowns, health, safety, environmental, risk management, spare parts support, OEM commitment, operational readiness, and skills transfer. A minimum functionality threshold of 85 points out of 100 is compulsory for all bids.
