The scope includes comprehensive review and reconciliation of VAT returns, identification and recovery of overpaid or incorrectly accounted VAT, preparation and submission of VAT correction documents and refund claims, full support and representation during SARS VAT audits, advisory services on VAT compliance, best practices for municipalities, and training of municipal staff.
Bidders must meet mandatory requirements, including professional registration for the Project Manager (SAICA or IRBA), submission of 3-year audited financial statements, an updated company profile, valid SARS Tax Clearance, CSD registration, and various MBD forms (MBD 1, 4, 6.1, 6.2, 6.4, 8, 9). A skills transfer plan and proof of municipal account good standing or arrangement are also compulsory.
