External Audit Services for the PPECB

The Perishable Products Export Control Board (PPECB) invites suitably qualified and experienced audit firms to provide External Audit Services for its annual financial statements for a period of five (5) years, subject to the approval and annual confirmation by the Auditor-General of South Africa (AGSA). The appointed service provider will conduct external audits in accordance with the Public Audit Act, 2004, and International Standards on Auditing (ISAs), reporting on performance against predetermined objectives, compliance, and internal control deficiencies. The audit scope includes evaluating systems controls within PPECB's business platforms like Microsoft Dynamics 365 (D365), Oracle, CRS, TITAN, and Navision.
Bidders must be independent from PPECB and registered as a public auditor with the Independent Regulatory Board of Auditors (IRBA), providing evidence of satisfactory IRBA review results. The firm must utilise recognised audit software for the engagement. A minimum functional threshold of 140 points must be achieved in the technical evaluation, and bidders must meet individual sub-minimum points per criteria. Bidders must also submit proof of B-BBEE status level and, if applicable, details for Joint Ventures, including Tax Clearance Certificates for all members.
