Request for Proposals to Lease Municipal Swimming Pools in Mohlakeng, Toekomsrus, Hillshaven and Finsbury

The Rand West City Local Municipality invites proposals to lease municipal swimming pools located in Mohlakeng, Toekomsrus, Hillshaven, and Finsbury for a five-year period. The successful lessee will be responsible for swimming pool operations, infrastructure maintenance, staffing (including lifeguards and cashiers), meeting financial obligations (monthly rental, property taxes), ensuring compliance with relevant regulations (including Swim South Africa standards), and implementing environmental stewardship practices.
Eligibility requires bidders to submit a valid quotation (minimum 90 days validity, VAT inclusive), a tax compliance pin, a CSD registration summary, and an original or certified BBBEE certificate/affidavit (or consolidated for JVs). Key personnel qualifications and experience (for Facility Managers and Lifeguards) must be proven, along with company registration documents and certified ID copies of directors. Bidders must also provide a current municipal account statement showing no arrears for over three months, or an equivalent lease agreement or SAPS affidavit.
