Provision for Water Meter Reading Services for a Period of 36 Months

The Amajuba District Municipality invites bids from suitably qualified and experienced service providers for monthly water meter reading services over a 36-month period. This service supports accurate billing, revenue management, financial reporting (mSCOA compliant), and aims to reduce estimated billing and exceptions. Key services include physical monthly readings, electronic data capture with GPS, re-reads, identification of non-billing meters, and reporting suspected irregularities. The methodology must demonstrate technological capability, including system functionality, electronic data capture, GPS tracking, secure data management, compatibility with the Municipality's billing and mSCOA financial system, and the ability to support future upgrades and integration.
Bidders must be registered on the Central Supplier Database and submit valid tax compliance details (TCS PIN or CSD number). Mandatory returnable documents include completed MBD forms (1, 4, 6.1, 8, 9), certified ID copies of directors/members, proof of COIDA registration, public liability insurance (minimum R1 million), and a detailed project proposal. Bidders are also required to provide proof that both the company and its directors do not owe municipal rates and taxes for more than 90 days. Bids will be evaluated on functionality (requiring a minimum score of 35 out of 70 points) and price, with preference points awarded for specific goals under the 80/20 system.
