Provision of Electronic Payments Processing Services (third-party Revenue Collector) for 36 Months

This contract covers the Provision of Electronic Payments Processing Services (Third-Party Revenue Collector) for a period of thirty-six (36) months from the time of award. The service provider will enable the eThekwini Municipality to collect revenue from approximately 1,000,000 customers across 38 Customer Services Branches, retail chain stores, the Post Office and banking institutions, providing 24-hour access to various pay points and supporting payment via cash, credit cards, debit cards, or cheque cards through their technology, excluding direct cheque payments. The service provider will also be responsible for daily transfer of collected payments to the Municipality's bank account and provision of detailed payment files for reconciliation.
Tenderers must be registered on the National Treasury Central Supplier Database (CSD) and on the eThekwini Municipality's supplier database. Bidders must demonstrate a minimum of 3 years' experience in electronic payment processing, provide a valid certificate for PASA (Payments Association of South Africa), proof of registration as an authorized Financial Services Provider (FSP), and attach a contractual agreement with retailer platforms for payment collection. Only bidders whose municipal fees are fully paid or who have concluded debt agreements with the Municipality are eligible to tender.
