Appointment of Internal Auditors in Accordance with the Given Scope for a Period of 36 Months

Overberg Water Board requires the appointment of an internal auditor for a period of 36 months. The scope of services includes performing financial, performance, operational, supply chain & compliance, forensic, project assurance, combined assurance, and IT auditing, including General IT Control reviews, Application Control reviews, Computer Aided Auditing Techniques (CAATs) reviews, cyber security, and business continuity reviews. The appointed service provider will be responsible for developing a three-year internal audit strategy plan, a detailed risk-based annual plan, and conducting risk-based internal audit control and compliance reviews in line with the Institute of Internal Auditors' standards.

Eligibility requires bidders to submit a valid B-BBEE Verification Certificate from a SANAS Accredited Verification Agency or a sworn affidavit for Exempted Micro Enterprises (EME). Bidders must provide their Tax Compliance Pin Number and/or CSD Registration printout. Mandatory requirements include a detailed company profile, financial statements for the last three financial years (signed by an IRBA registered auditor), a valid COIDA certificate, proof of CA/SA designation with SAICA, proof of Certified Internal Auditor (CIA) with IIA, an organogram outlining specific auditor resources, and proof of CISA certification with ISACA for the IT auditor. Additionally, a minimum of five positive reference letters from previous water sector and/or public government sector clients are required for company experience evaluation.
