Appointment of an External Service Provider to Conduct a Comprehensive Review of Saldanha Bay Municipality’s Organisational Structure

The Saldanha Bay Municipality seeks to appoint an external service provider to conduct a comprehensive review of its organizational structure. The project involves a phased approach including an initializing and opening phase, assessment and review of the current organizational structure and staff establishment, revision of the organizational structure and staff establishment, and a final reporting phase. The service provider will be required to scrutinize each organizational unit, assess powers and functions, review roles and responsibilities, and determine proposed staff establishment with financial costing.
Bidders must have at least 3-8 years of practical experience in organizational design and work study within Local Government, supported by proof of undertaking similar projects in at least three municipalities with reference letters. Bids must be submitted on official documents, completed in black ink, signed, initialled on all pages, and bound securely without re-typing or alterations. Non-compliance with tax obligations and arrears on municipal rates/taxes for more than three months will result in disqualification. A process plan with realistic timeframes, not exceeding 3 months, is compulsory.
