Spatial Redefinition of Settlement Boundaries

The Winnie Madikizela-Mandela Local Municipality invites suitably qualified and experienced service providers to undertake the Spatial Redefinition and Update of Settlement Boundaries. This project involves a comprehensive review, spatial redefinition, and update of settlement boundaries within the municipal jurisdiction to establish accurate, standardized, and GIS-compliant settlement boundaries to support municipal planning, infrastructure development, service delivery planning, spatial analysis, disaster management, Integrated Development Planning (IDP), Spatial Development Framework (SDF) implementation, revenue planning, and other municipal functions.
Bidders must demonstrate proven experience in GIS and spatial planning projects, settlement mapping, boundary delineation, and working with municipalities. The proposed project team must include qualified GIS professionals, spatial planners, and data capturers, with proof of professional registration. Key eligibility requirements include submitting CSD registration, valid Tax PIN, certified ID copies of directors (not older than 3 months), and a signed certification confirming no overdue municipal accounts older than 30 days. All bids will undergo a functionality evaluation, with a minimum threshold of 70% to proceed to the price and preference evaluation.
