Supply, Delivery, Installation and Commissioning of Iot Ready Led Luminaires, Controllers, and Cms System at Elidz Under an Energy Performance Contract (enpc), Including Full Financing and Shared Energy Savings

This Request for Proposal is for the supply, delivery, installation, and commissioning of IoT Ready LED Luminaires, Controllers, and CMS System at the East London Industrial Development Zone (ELIDZ) under an Energy Performance Contract (ENPC). The contract includes full financing and shared energy savings over the agreed contract period, aiming to provide high-quality, reputable equipment with a minimum 5-year warranty, a detailed Measurement & Verification (M&V) plan, and a comprehensive implementation plan for delivery, installation, and commissioning.
Bidders must submit a valid original or certified B-BBEE Certificate or a sworn affidavit. Registration with the CIDB in the category 4EB or 4EP or higher is compulsory, with a lead partner in a Joint Venture requiring 3EB/3EP or higher. Tenderers must be registered on the Central Supplier Database (CSD) and provide a valid SARS Tax Clearance Certificate or PIN. Proof of office location and company registration certificate are required. Key personnel, including project managers, engineers, maintenance teams, and M&V specialists, must have relevant CVs and certifications, with directors registered with ECSA or SACPCMP. Bidders must have successfully completed at least one Energy Performance Contract or equivalent performance-based project and demonstrated the ability to mobilise funding. Failure to meet a minimum functionality threshold of 70% will result in non-consideration for the next stage of evaluation.
