Implementation and Maintenance of Gis-enabled Water and Sanitation Infrastructure Asset Management System

Polokwane Local Municipality intends to procure and implement a GIS-enabled Water and Sanitation Infrastructure Asset Management System that will provide a single integrated platform for asset lifecycle management, infrastructure planning, maintenance management, telemetry integration, water demand management, and infrastructure replacement prioritisation. This project aims to address challenges related to fragmented infrastructure information, ageing assets, increasing maintenance, non-revenue water losses, and compliance reporting. The successful bidder shall supply, configure, implement, and support this system for a period of three (3) years, including project initiation, system implementation, GIS integration, data management, water and sewer infrastructure management, asset lifecycle management, maintenance management, water demand management, infrastructure replacement prioritisation, telemetry integration, customer request integration, mobile workforce enablement, user training, change management, and post-implementation support and maintenance.
Bidders must comply with all administrative requirements, including submitting a complete bid document in black ink with all pages initialed, signed MBD forms (MBD1, MBD4, MBD5, MBD6.1, MBD8, MBD9), certified ID copies of directors, valid tax compliance status, CSD report, company certificate, and proof of municipal account payments not older than 3 months. Joint venture agreements and professional registration (if applicable) are also required. Bids must also demonstrate experience with similar projects and a sound project implementation plan, as detailed in the functionality criteria, and achieve a minimum functionality score of 80 out of 100 points to proceed to price and preference evaluation.
