Professional Services for Framework & Business Process Development for Catalytic Projects (36 Months)

The tender is for professional services to develop a comprehensive framework and business processes for the implementation of catalytic land development projects over 36 months. This involves establishing institutional arrangements, developing funding guidelines, creating a project bankability model, and an incentive program across eThekwini Municipality's four regions.The Professional Service Provider (PSP) will be required to develop a comprehensive framework, a guiding document for business processes for the implementation of catalytic land development projects that follow a strategic, logical flow, ensuring alignment with planning, funding, implementation, and governance requirements and approvals. This document will also outline the implementation timelines and outputs required for monitoring, reporting, and accountability. The framework will be developed in three phases over 36 months.
Tenderers are required to be registered on the National Treasury Central Supplier Database (CSD) as a service provider. In the case of a Joint Venture, this requirement will apply individually to each party in the Joint Venture. Tenderers not so registered, at time of closing of tenders, will not be eligible to submit tenders. Bidders must submit a "hard copy" submission to the physical Tender Box and an identical electronic submission via the eThekwini Municipality JDE System. The hard copy submission will be deemed the ruling version and must be identical to the electronic submission.
