Provision of Real-time Fleet and Electronic Fuel Management Systems, and Upgrading of Provincial Vehicle Asset Register for Mpumalanga Province

The Mpumalanga Provincial Government seeks a service provider for the provision of a real-time fleet management system, an electronic fuel management system, and the upgrading of its provincial vehicle asset register. This five-year contract aims to enhance the tracking, monitoring, and recovery of approximately 4000 government-owned vehicles and 200 yellow fleet across the province, ensuring efficient utilization, optimization, and safety, while also preventing fraud and theft in fuel management.
Bidders must adhere to a two-envelope submission system: a technical proposal in the first envelope and a financial proposal (including the pricing schedule) in the second. Eligibility requires compliance with tax obligations (SARS TCS PIN or CSD number), submission of all specified returnable documents, and a commitment to not subcontract in a manner that reduces local production and content below the stipulated minimum threshold, if applicable. A functionality score of at least 70 out of 100 points is mandatory to proceed to the price evaluation stage.
