Development of Competency, Knowledge, Skills, and Attributes Framework and Assessment Tools

The National Research Foundation (NRF) requires the development of a comprehensive competency (knowledge, skills, and attributes) framework and associated assessment tools. This project aims to design a customised framework, conduct an initial skills audit, create validated role-specific competency profiles, and deliver competency assessment tools to establish a structured and standardised system for talent management across the NRF's diverse workforce.

To be eligible, bidders must demonstrate a proven track record of at least six years in developing competency frameworks and designing assessment tools for large organizations (1000+ employees) with geographic complexity. The proposed project lead must have a minimum of 10 years' progressive experience in talent management and organizational development, and the team must include at least one qualified Industrial Psychologist (NQF Level 9) registered with a relevant professional body. Experience within the South African regulatory environment (SAQA, SETA requirements) is also a key eligibility criterion.
