Scope of Work

The successful service provider will be required to carry out repairs, maintenance, and commissioning of the Libanon Landfill weighbridge and its associated software license and solar system for a period of 36 months. This entails supplying and installing weighbridge software, converting it to link with weighbridge cells, detailing IT hardware requirements, and implementing a solar system capable of operating two weighbridges, lighting the office block and one high mast light. The weighbridge system must facilitate customer database management, generate monthly and quarterly reports, link to a Waste Information web site, and produce various detailed reports. Comprehensive service support will include monthly checks, annual SABS certification verification, quarterly weighbridge calibrations, an annual weighbridge software license, and 24-hour service calls with electronics swap-outs.
To be eligible, bidders must submit a valid quotation inclusive of VAT (if applicable), a tax pin compliance certificate, and a CSD registration summary report. Mandatory returnables include an original B-BBEE certificate (or certified copy/affidavit for EMEs/QSEs), copies of company registration documents, certified ID copies of managing directors, and all completed MBD forms. A current municipal account statement proving no arrears for more than three months, or a valid lease agreement/SAPS affidavit must be provided. Bidders are required to develop and attach a project plan detailing all activities and timeframes. For IT governance, proposals must include proof of ISO/IEC 27001 certification or a roadmap, a current SOC 2 Type II report, a signed POPIA compliance declaration, a data hosting and sovereignty statement, a summary cybersecurity policy, and professional indemnity/cyber liability insurance. For contracts exceeding R10 million, audited annual financial statements for the past three years are required.
