Scope of Work

Ezemvelo KZN Wildlife seeks Transaction Advisors to guide the development and implementation of its commercialisation projects, focusing on Public-Private Partnership (PPP) initiatives for a period of five years. The scope includes providing expertise in financial, legal, and technical matters, ensuring transparent project structuring, value for money, and attracting private sector investment. This involves comprehensive technical, legal, and financial advisory support throughout the PPP procurement process, preparation of procurement documentation, bid evaluation, contract negotiation, and facilitating National Treasury approvals. Additionally, advisors will review existing commercial contracts to assess legal compliance, performance, and risk allocation, and offer strategic and commercial advisory services for broader commercialization and revenue generation initiatives.
Ezemvelo KZN Wildlife aims to address financial challenges by unlocking economic value from protected areas through PPPs, requiring external specialized expertise due to insufficient in-house capacity. Bidders must demonstrate proven competency in delivering various stages of PPP transactions within the infrastructure and tourism sectors. The proposed team must comprise seven key experts with relevant qualifications and experience in financial analysis, PPP procurement, legal matters (South African experience), technical expertise (facilities management, building design, construction, engineering, quantity surveying, property planning, development), environmental, socio-economic, heritage, Black Economic Empowerment, negotiations, contract management, and project management. Specific experience includes a Project/Team Leader (CP3P, SACPCMP, Master's degree), Senior Legal Advisor (LLB), Financial Analyst (CA(SA), CFA, ACCA), Tourism Specialist, Architect, Civil Engineer, and Electrical Engineer (all with relevant degrees and professional registrations where applicable), each with demonstrated transaction advisory experience.
