Appointment of a Service Provider for the Supply, Delivery, Installation, Commissioning and 10 Years of Support of a Communication, Navigation and Surveillance (CNS) Planning Tool

The purpose of this bid is for ATNS (Air Traffic and Navigation Services SOC Ltd) to procure a new Communications, Navigation and Surveillance (CNS) Planning Tool to replace its existing planning system acquired during the 2009/2010 financial year. The tool will be used to simulate and predict the coverage and performance of aviation communication, navigation and surveillance systems, analyse signal propagation and network performance, assess the impact of obstacles on CNS infrastructure, support CNS network planning, optimization, interference analysis, and future expansion requirements, and provide a supported solution with a 10-year maintenance and support lifecycle.

Bidders must submit proof of SARS Tax Compliance, CSD registration, and a complete SBD 1, SBD 3.3, SBD 4, SBD 6.1, CIPC documents, shareholder certificates, ID copies of shareholders, and a valid B-BBEE certificate or sworn affidavit. Mandatory attendance at the Microsoft Teams briefing session is required, and the proposed CNS Planning Tool must demonstrate accuracy through simulation and prediction results. Functionality will be evaluated in two stages, requiring a minimum of 75% in Stage 3 and 100% in Stage 4 (System Demonstration).
