Invitation for Proposals to Provide Professional Engineering Services and Construction of Ward 23 Community Hall (Turnkey Contract)

The Moretele Local Municipality intends to appoint a suitably qualified and experienced Turnkey Service Provider to undertake the full design, construction, and professional supervision of a new community hall facility in Ward 23. The project scope includes the construction of a 545 m² community hall with essential functional spaces, external infrastructure (parking, paved walkways, perimeter fence wall, guardhouse), and all required municipal services (water, sanitation, electricity, stormwater management). Professional engineering services are required across all six project stages (Inception, Concept & Viability, Design Development, Documentation & Approvals, Construction, Close-Out & Handover) in accordance with SACAP, ECSA, and relevant statutory bodies, managing statutory approvals, quality control, construction supervision, and project management tasks through an integrated delivery approach.
Only tenderers registered with the Central Supplier Database (CSD) and the Construction Industry Development Board (CIDB) with a 6GB or higher grading, or a 5GB or higher for joint ventures where the lead partner is not lower than one level below the required grading, are eligible. Bidders must be registered with the applicable professional association for their profession (e.g., ECSA, SACAP) and must not have municipal rates in arrears for more than 90 days. Proof of valid professional indemnity insurance (minimum R5,000,000.00) and tax compliance is compulsory, and attendance at the compulsory briefing session is required.
