Appointment of a Service Provider for the Provision, Licensing, Hosting, Support, Maintenance and Enhancement of an Mscoa-Compliant Financial Management System for a Period of Three (3) Years

Xhariep District Municipality invites proposals from reputable, experienced, and financially sound service providers for a National Treasury-approved mSCOA-compliant Financial Management System. The scope of services includes software licensing, hosting, maintenance, support, upgrades, training, data migration, business continuity, and related professional services for three years, covering financial management, budgeting, reporting, revenue, expenditure, asset, supply chain, and statutory reporting requirements.
Bidders must ensure the system's continued compliance with mSCOA regulations, MFMA, and GRAP standards, uninterrupted service delivery, software upgrades, security patches, adequate training, secure data management, and business continuity/disaster recovery capabilities. A minimum functionality threshold of 70% must be achieved to proceed to the price and specific goals evaluation. Required submissions include CSD registration proof, Tax Compliance Status pin, and proof of municipal rates and taxes or a lease agreement.
