Scope of Work
The City of Cape Town seeks to appoint an experienced service provider for the provision of traffic law enforcement equipment, back-office systems, and related services for a contract period of 96 months. This includes supplying, installing, and maintaining digital camera systems for speed and red-light enforcement, fixed video camera systems for traffic violations, Average Speed Over Distance (ASOD) systems, and ANPR systems. The contractor must also provide a comprehensive contravention system and full back-office services to process all traffic and by-law fines, including interfacing with the City’s cash receipting and third-party payment systems. The service covers the full life cycle of a fine from capturing to finalisation, including managing legacy fines and adapting to future AARTO Act implementation.
Bidders must have at least one Metropolitan Municipality or Provincial Administration as a previous or current client for a similar contract (provision of enforcement equipment and back-office system and services), evidenced by a reference letter not older than six months. They must also demonstrate the ability to access NaTIS (National Traffic Information System) online and in real-time to obtain vehicle licensing status for ANPR technology, providing credentials or a technical explanation if no existing access. Attendance at the compulsory clarification meeting via Teams is required.
