Appointment of a Service Provider for the Development of the Free State Province Rental Housing Strategy, Implementation Plan and Provincial Market and Demand Study for Social Housing

The Social Housing Regulatory Authority (SHRA) seeks to appoint a service provider to develop the Free State Province Rental Housing Strategy, an Implementation Plan, and a Provincial Market and Demand Study for social housing. This encompasses a five-year strategy focusing on social and rental housing, inner-city, and small-scale rental, alongside a comprehensive market demand study to assess the need for various rental housing types and define gaps by evaluating demand against supply for the next five years. The project also involves assessing available land, analyzing stakeholder roles, developing strategic programs, creating a five-year implementation plan with estimated projects and budgets, and formulating recommendations to enable effective rental housing delivery.
Bidders must demonstrate substantial experience in research, data analysis, and the development of strategies and implementation plans, particularly within the housing sector. The team leader requires a minimum of ten years’ experience, while all team members must possess at least five years’ experience in conducting relevant research studies and framework development, supported by detailed CVs and certified qualifications in fields like Public Administration, Economics, Statistics, GIS, Human Settlements, or built environment-related disciplines. Furthermore, bidders are required to have successfully completed at least three similar projects within the last five years, providing contactable reference letters, and must be registered on the National Treasury Central Supplier Database (CSD) with valid tax compliance.
