Scope of Work
The Vaal-Orange Catchment Management Agency (VOCMA) seeks a professional service provider to review and optimise its organisational structure, priority positions, funding model, and related policies. The purpose of this assignment is to ensure VOCMA has an optimal organisational structure that enables effective delivery of its statutory mandate, supports strategic objectives and performance outcomes, is financially sustainable, clarifies roles, and is supported by aligned policies, procedures, and governance frameworks. Key objectives include designing an efficient, scalable, and future-fit structure, identifying critical positions, developing a sustainable funding model, and updating relevant policies.
To be eligible, bidders must demonstrate proven experience in organisational design and restructuring within the public sector, experience in developing funding and affordability models, and knowledge of PFMA, Treasury Regulations, labour legislation, and governance frameworks. The team lead must be a qualified HR Practitioner with a minimum of 5 years' experience in organisational design, ideally holding a Masters in Organisational Development, MBA, or MBL, and registered with SABPP. The bidding company must have a minimum of 3 years' track record.
