Scope of Work

The Rand West City Local Municipality (RWCLM) seeks to appoint a panel of appropriately qualified legal practitioners to provide professional legal services on an "as and when required" basis for a period of 36 months. Services encompass a broad range of legal fields including conveyancing, notarial practice, expropriations, valuations, mining and mineral laws, commercial law, town planning, National Building Regulations, labour law, general municipal law, intellectual property, information communication technology, access to information and administrative justice, civil and criminal law, and arbitrations.
Bidders must ensure their submission includes a valid, VAT-inclusive quotation with a 90-day validity, a tax compliance PIN/certificate, and a CSD registration summary report. Essential corporate documentation includes company registration and certified ID copies of managing directors, alongside completed MBD forms. Financial standing requires a current municipal account statement not in arrears for over three months, or an equivalent lease agreement or SAPS affidavit. Professional qualifications are paramount, requiring admission certificates for all practicing attorneys, proof of Right of Appearance, and CVs for all legal practitioners (with 5 years' experience for admitted practitioners, proof of Legal Practice Council registration for Candidate Legal Practitioners) and administrative support staff (with Grade 12 or higher). Specialized roles like conveyancers and notaries require additional qualification certificates. A valid Fidelity Fund Certificate and proof of Professional Indemnity Insurance (minimum R3 million) or a letter of intent are mandatory. Furthermore, bidders must provide at least three reference letters for legal services rendered within the past five years.
