Appointment of a Service Provider to Review, Update, and Develop 8 Technical Competency Dictionaries with Proficiency Tables Aligned to Tcta’s Competency Model and Framework

Trans-Caledon Tunnel Authority (TCTA) requires a service provider to review, update, and develop eight (8) discipline-specific technical competency dictionaries with proficiency tables. These dictionaries must align with TCTA's core competencies and established standards, providing competency definitions and descriptions at three proficiency levels for a period of fifteen (15) months. The scope includes identifying job families and conducting virtual workshops with TCTA employees.

To be eligible, bidders must demonstrate a minimum of three completed competency design/development projects for clients within the last ten years. The lead competency developer must possess at least five years of experience in competency development, including a minimum of three completed projects in the last five years related to generic and/or technical competency dictionaries. A supporting competency developer is also required with a minimum of three years' experience and two completed projects in the last five years.
