Scope of Work

The tender seeks a service provider to systematically document the Hospital Twinning Programme, an interprovincial initiative designed to support and build capacity for decentralised decision-making in public health hospitals. This will involve applying a Monitoring, Evaluation and Learning Approach (MELA) to independently analyse and document the programme's design, journey, experiences, and learnings across two phases. The project aims to understand current decentralised governance, document collaborative learning, track implementation progress, and generate evidence to inform broader public sector health system transformation and governance reform.
Bidders must be academic or research organisations with a proven track record in systematic documentation using MELA and possess a national network capable of covering all 9 provinces. Key personnel must hold at least a Master's degree in Public Health, have a minimum of 10 years academic or consulting experience in health systems (including at least 3 years working with Government and the Health Sector), demonstrate analytical report writing skills with at least three publications in peer-reviewed journals, and have successfully completed at least three similar research projects. The successful bidder will be required to develop an inception report detailing their proposed methodology and approach.
